On April 2, 2025, the Ministry of Smart Administration and Regional Development (MoSARD), Information and Communications Technology Association (LIKTA), and the Latvian Association of Universities announced the establishment of Latvia’s first-ever Artificial Intelligence Center (AIC). LMT is one of the Center’s council members and is represented by Ņikita Kazakevičs, Head of Ecosystem Cooperation at LMT.
The AIC is established as a private foundation, in collaboration with public administration, universities, and businesses, to develop secure, ethical, and reliable applications of artificial intelligence (AI). It will engage in global AI governance initiatives, promoting responsible and sustainable use of the technology. Its operations are governed by the Artificial Intelligence Center Law, which was approved by the Latvian Parliament on March 6, 2025.
At LMT, we believe that the future of innovation lies in responsible AI. That’s why we’re proud to support the newly established Artificial Intelligence Center in Latvia – a vital step towards ethical and impactful AI development.
Juris Binde, President of LMTThe Center’s structure consists of a council, a director, and a secretariat, whose functions will be ensured by the State Digital Development Agency. Among the council members are representatives from Latvian universities, LIKTA, MoSARD, Ministry of Economics, Ministry of Defence, and others. Council members will not receive remuneration for their work, thereby ensuring objectivity and independence.
“AI is one of the key drivers of digital transformation. Latvian companies and society as a whole need to develop knowledge and competencies in this area. The creation of the Artificial Intelligence Center is an important step towards fostering cooperation between industry, academia, and public institutions. LIKTA, as one of the co-founders of the AIC, will be actively involved in its activities to ensure that AI solutions contribute to the competitiveness of Latvian companies and the well-being of society,” Signe Bāliņa, President of LIKTA.
The AIC will have four key functions – promoting AI adoption across sectors for national competitiveness, public benefit, and security, fostering AI implementation in public administration for efficiency and innovation, ensuring the integration of Latvian language and culture in AI, and analyzing and mitigating societal risks of AI. The institution will also build strategic partnerships, run pilot projects, including foreign funding attraction, and support AI adoption in government through consultation and guidance.
