LMT Group has launched Plūsma, a mobility data analytics platform that provides powerful insights into human mobility and movement patterns by analyzing device activity across the mobile network. By determining visitor volumes across locations – festivals, tourist sites, retail centers, and more – the platform enables stakeholders to coordinate traffic and infrastructure more effectively. These insights empower cities and businesses alike to improve service delivery, refine event planning, and foster sustainable growth.
The new tool is operable in Latvia and provides statistics on the movement patterns of devices registered to the LMT network, and, by extension, their users. The data is fully anonymized and processed in strict accordance with the Electronic Communications Law, relevant national legislation, and international data-handling security standards. In addition to internal security measures, LMT Group achieved and maintains the internationally recognized ISO/IEC 27559:2022 certification in 2025, ensuring the highest standards for information security, cybersecurity, and privacy protection in its data anonymization processes.
The up-to-date mobility analytics provided by Plūsma allow clients to compare how visits to public locations change over time, such as weekdays versus weekends or across different seasons. This provides a deeper understanding of human flow and enables data-driven decision-making in sectors where these movements are critical. LMT Group’s new solution offers significant value to state and local government institutions, commercial enterprises, and society at large by facilitating the planning of accessible, convenient services and infrastructure.
Until now, mobile operator data has not been used for nationwide mobility analysis in Latvia. While studies on movement habits exist – such as surveys, field observations, or traffic data analysis – they are limited in scope. For example, organizers of free public events often count attendees manually, but mobility data analytics has never been implemented at this scale on the Latvian market. LMT’s Plūsma provides businesses and the public administration sector with a convenient, transparent way to obtain statistics for service optimization,
explains Juris Binde, President of the LMT Group.A widespread issue in Latvia and across Europe is the lack of sustainable mobility solutions, particularly in remote regions. Residents often depend on personal vehicles, which increases traffic intensity and negatively impacts the climate. Conversely, many cannot afford a private car for daily commutes. Currently, public transport planning in Latvia relies on ticket sales, Central Statistical Bureau data, and manual surveys. Plūsma replaces these fragmented data sources with a comprehensive view of device movement, allowing planners to identify exactly where new transport solutions are needed. The first pilot projects using LMT’s new tool are already underway with test clients in the Riga and Kurzeme planning regions.
Beyond transport, Plūsma can be used to enhance any service where human flow is a key factor, such as planning new retail locations, developing effective marketing strategies, analyzing tourist flows, improving infrastructure, and strengthening applications for European Union funding.
